ABOUT US
The Research and Planning Division of the Ministry of Labour and Small and Micro Enterprise Development serves as the information hub of the Ministry and comprises sub units of Research and Projects Unit , Statistical Unit, HIV and AIDS Co-ordinating Unit and the International Affairs Unit.
INFORMATION AND TECHNICAL SERVICES PROVIDED ARE:
- Socio-economic research, report preparation and evaluation;
- Policy formulation and evaluation;
- Preparation of Ministry’s input into national planning documents such as the Social and Economic Policy Framework as well as the national budget;Preparation of Ministry’s annual Public Sector Investment Programme (PSIP) projects and management of these projects;
- Project design, planning and implementation relative to the Ministry’s functions:
- Coordination/implementation of the Ministry’s regional and international obligations;
- Provision of technical input for speeches and/or speech preparation;
- Technical and administrative Secretariat services for the Ministry’s technical Committees;
- Development and implementation of multilateral, regional and national programmes and projects;
- Development and operation of the National Human Resource Management Information System (NHRMIS);
- Initiation of meetings, seminars, etc. consistent with achievement of specific goals;
- Preparation and management of surveys;
- Preparation of Cabinet Notes;
- Representation of the Ministry at regional, national and international fora and;
- Other coordinating duties as may be assigned.
RESEARCH AND PROJECTS UNIT
The Research and Projects Unit is responsible for the coordinating, technical and research support to the Divisions/Units of the Ministry. This Unit also has responsibility for preparing labour issues/positions for reporting the national planning framework including the Social and Economic Policy Framework (SEPF), the Social Sector Investment Programme and the budgetary process.
Additionally, the Unit is involved in the conceptualization, development and implementation of projects across the Ministry. It performs a monitoring, reporting and advisory function for all Public Sector Investment Programme projects undertaken by the Ministry.

STATISTICAL UNIT
The Statistical Unit of the Ministry collates and tabulates labour force statistics inclusive of education, training, occupation and industry. The above data are obtained from the Central Statistical Office.
Other types of data collected by the Unit include data on the National Employment Service (NES), industrial accidents and disputes, work stoppages, retrenchment, collective agreements, work permits issued, activities of the Co-operative Societies, Friendly Society and the Trade Union Movement.

International Affairs Unit
The International Affairs Unit was established in April 2007 to manage and coordinate the Ministry’s growing regional, hemispheric and global obligations arising out of its membership in organizations such as the International Labour Organization (ILO), the Organization of American States (OAS) and the Caribbean Community (CARICOM).
The work of the Unit covers a broad spectrum of activities including: coordinating all activities in relation to Trinidad and Tobago’s Chairmanship of the Fifteenth Inter-American Conference of Ministers of Labour (XV IACML) over the period 2007-2009; facilitating the implementation of decisions and plans of action adopted in regional and international fora on labour matters and; preparing position papers, briefs and reports to facilitate effective participation at bilateral, regional and international labour meetings. This Unit played an integral role in the successful hosting by Trinidad and Tobago of the Fifteenth Inter-American Conference of Ministers of Labour in September 2007.

HIV and AIDS Co-ordinator
One of the strategies of the Government of the Republic of Trinidad and Tobago, aimed at reducing new infections and mitigating the impact of the epidemic among persons infected and affected by HIV, is the placement, on assignment, of HIV and AIDS
Co-ordinators in key Ministries, representing the key social and economic sectors of the economy. This approach provides for a dedicated focus of the Ministry and efforts in addressing HIV and AIDs related issues in the workplace.
Eight (8) Coordinators were employed under this initiative of which one (1) was assigned to the Ministry of Labour and Small and Micro Enterprise Development.
The Coordinator is responsible for leading action in addressing the epidemic of HIV and AIDS in the world of work with specific focus on the staff and stakeholders of the Ministry. The Co-ordinator also plays a key role in developing an HIV/AIDS Strategic Plan for the Ministry.
