The FairShare Programme
Creating Opportunities for MSEs
The FairShare Programme aims to provide opportunities for qualifying Micro and Small Enterprises (MSEs) and co-operatives to access billions of dollars of Government expenditure.
Why FairShare?
The FairShare Programme was developed to create revenue generating opportunities for Micro and Small Enterprises (MSEs) in order to offset some natural disadvantages MSEs face due to limitations in size, resources and access to information. This Programme will increase accessibility to public sector contracts by facilitating an online linkage between MSEs and Government Ministries, Departments and Agencies (MDAs).
The goals of this initiative are to: encourage entrepreneurship and employment; promote capacity building through training and development; and provide opportunities for small, micro and mini-micro enterprises to grow into successful medium and large businesses.

Key Components of the Programme:
1. Listing of Contracts: A list of available procurement opportunities up to $1 Million each will be made available to qualifying MSEs, which will serve as a gateway to accessing contracts for the supply of goods and services under the ambit of each MDA in the Government.
2. MSE Database: The development of a database of Micro and Small Enterprises willing to do business with MDAs. When seeking out specific goods or services, MDAs will access the FairShare Programme database to identify registered MSEs that can provide the services.
3. Training: To facilitate the sustainable growth of MSEs, the Programme will engage in ongoing training to help build the capabilities and competencies of these entrepreneurs.
Other Components:
The Enterprise Development Division will also pursue the following avenues:
- Collaboration with other ministries and financial institutions to allow for prompt payment for MSEs registered in this programme;
- Legislation to ensure that all aspects of this Programme will be fully implemented and accessed by qualified MSEs and cooperatives, including sub-contracting opportunities for MSEs with the larger companies and a Conflict Management and Dispute Resolution Mechanism
- Monitoring and Evaluation Systems for accountability, transparency and effectiveness.
How do I Qualify?
To qualify, the business must -
- Be small, micro or mini-micro, having all of the following criteria:
o Up to 25 employees
o Assets up to $1.5 million (excluding land and building)
o Sales turnover up to $5 million annually
- Be a registered business
- Be at least 51% owned by a Trinidad and Tobago national
- Be owned by someone over the age of 18
- Complete the application process and be FairShare Certified
